To add Free Shipping to a specific zone, simply select Free Shipping from the Shipping Methods list and then select 'Add Shipping Method'.
For free shipping above a minimum spend, Edit your Free Shipping Rate
And then enter the minimum spend for free shipping
NOTE:
If you add free shipping above a minimum spend, you must then add a flat rate shipping method/cost for customers who spend under that amount.
